01Layer 1
A Layer 1 written entirely in Rust. Records, not references, live in state. Nineteen document token families cover identity, academic credentials, equity, tax, healthcare, property, and employment, each one commitment based so the public ledger carries proof without carrying the person.
Settles every other protocol in the stack. Storage economics, inference rewards, credential issuance, and corporate governance all resolve here.

Proposal, tally, and execution are validator-quorum controlled at the consensus layer. There is no admin key and no council address.
